Approval For Cost Analysis

INTRODUCTION

  1. The purpose of the guidelines is to explain the conditions and procedures that need to be complied by the exporters for endorsement of products eligible under the schemes GSP, CEPT, MJEPA, MPCEPA, ACFTA and AKFTA respectively.

CONDITIONS AND PROCEDURES FOR APPLICATION

  1. The company must be registered with the Companies Commission of Malaysia (SSM).
  2. Eligible Products
    1. Products for export as stipulated in the list of products of the importing countries of respective schemes.
    2. Products for export must fulfill the condition of the rules of origin under the respective schemes.
  3. How to Apply
    1. Obtain the ASEAN Harmonised Tariff Nomenclature (AHTN) or Harmonised System (HS) code from the Royal Customs of Malaysia for every product and raw material used.
    2. Application must be submitted with:
      • Form BAK 1(a): Details of Exporter/Manufacturer and Products
      • Form BAK 1(b): Product's Cost Analysis
      • Form BAK 1(c): Letter of Indemnity
      • A Copy of the following documents:
        - Certificate of company's registration.
        - Invoices of raw material purchasing.
        - Sample/photograph/products catalogue.
        - Flow chart of production process.
  4. Application Forms of BAK 1(a), BAK 1(b) and BAK 1(c) Forms can be obtained from:
      • MITI Website
      • Service Counter (Ground Floor), MITI office Kuala Lumpur .
      • MITI's branch offices in respective states.
  5. Completed application forms must be submitted to:

    Ground Floor, (Service Counter), Block 10
    Government Offices Complex, Jalan Duta
    50622 Kuala Lumpur

APPROVING AUTHORITY

Ministry of International Trade and Industry

 

WORK PROCESS

  1. Receive application.
  2. Check the authenticity of documents. Determine that the product is included in the List of importing countries under the respective schemes.
  3. Verify the cost analysis of the product to determine that local content requirement is fulfilled.
  4. Approve/reject application.
  5. Notify result to applicant.

CLIENTS' CHARTER

Notification letter will be issued to applicant within 7 working days upon receipt of completed application form.

 

Endorsement of the Preferential Certificates of Origin (Form A/ Form D/ Form E/ Form MJEPA/ Form MPCEPA/ Form AK)

INTRODUCTION

  1. The purpose of the guidelines is to explain the conditions and procedures that need to be complied by the exporters for endorsement of Certificate of Origin (Form A, Form D, Form E, Form MJEPA, Form MPCEPA and Form AK) under respective schemes.

CONDITIONS AND PROCEDURES FOR APPLICATION

  1. Company that is eligible to apply for Certificates of Origin need to obtain prior approval from MITI for product eligible under the respective schemes.
  2. How to Apply
    1. Each form must be completed for every consignment of export.
    2. Completed Form must be submitted with:
      • MITI's approval letter.
      • Sales Invoice (same value as printed in Form D).
      • Bill of Lading.
      • Custom's Declaration Form (K2).
  3. Application Form of Certificate of Origin can be obtained from:

    Federation of Malaysian Manufacturers (FMM)

WORK PROCESS

  1. Receive application.
  2. Check the authenticity of all documents submitted.
  3. Verify the particulars of products, HS/ AHTN Code, value of FOB and export's destination.
  4. Approve/reject application.

CLIENTS' CHARTER

Endorsement of Certificate of Origin is within 2 working days upon receipt of completed application form.
