Live Implementation Phase of Asean Single Window (ASW) by Malaysia

The ASEAN Single Window (ASW) is a regional initiative that connects and integrates National Single Windows (NSWs) of ASEAN Member States.  ASW provides the secure IT architecture and legal framework that will allow trade, transport, and commercial data to be exchanged electronically among government agencies or the trading community.  The ASW currently supports the exchange of the intra-ASEAN Certificate of Origin ATIGA Form D with Participating Member States (PMS) between INDONESIA, SINGAPORE, THAILAND and MALAYSIA.

Objectives:

  1. To expedite the cargo clearance process, reduce cost and time of doing business, and enhance trade efficiency and competitiveness; and
  2. Simpler and faster processing time, and a more transparent way of doing business.

 

Benefits of ASW:

  1. Simpler and faster processing time, and a more transparent way of doing business;
  2. Mechanism to eradicate forgery of ATIGA Form D; and
  3. Lessen the verification issue relating to specimen signature and authenticity of the issuance of ATIGA Form D.

 

Enhancement in ePCO system

Malaysia is expected to join the Live Implementation of ASW in mid of October 2016. Please be informed during the Live Implementation phase, the e-Form D data would be exchanged through ASW between PMS but the preferential treatment would still be given based on hardcopy Form D. Thus, in the process of enhancing the current ePCO system to exchange the ATIGA e-Form D data to the Importing PMS, several changes have been made in the current system i.e. data entry for multiple invoices and multiple packaging details.  Please refer to the ‘Notes’ to key-in information in the INVOICE / PACKAGING columns.
