FINAL DETERMINATION OF INVESTIGATION ON ANTI-DUMPING CONCERNING IMPORTS OF STEEL WIRE RODS ORIGINATING IN OR EXPORTED FROM CHINESE TAIPEI, THE PEOPLE’S REPUBLIC OF CHINA, THE REPUBLIC OF INDONESIA, THE REPUBLIC OF KOREA AND THE REPUBLIC OF TURKEY

On 25 June 2012, the Government of Malaysia initiated an anti-dumping investigation based on a petition filed by Amsteel Mills Sdn. Bhd. on behalf of the domestic industry producing steel wire rods (SWR). The petitioner alleges that the imports of steel wire rods originating in or exported from Chinese Taipei, the People’s Republic of China, the Republic of Indonesia, the Republic of Korea and the Republic of Turkey are being imported into Malaysia at a price much lower than the price in the domestic market of the alleged countries. The petitioner claims that this is causing material injury to the domestic industry producing the same product in Malaysia.
The Government conducted detailed investigation on cooperating importers in Malaysia and foreign producers in Chinese Taipei, the People’s Republic of China, the Republic of Indonesia, the Republic of Korea and the Republic of Turkey and has now completed the investigation.
The scope of product under investigation covers steel wire rods with carbon content below 0.6% which is classifiable within Malaysian Harmonised System Code (H.S. Code) 7213 (H.S. 7213.10.000, H.S. 7213.20.000, H.S. 7213.91.000 and H.S. 7213.99.000), ASEAN Harmonized Tariff Nomenclature (AHTN) 7213.10.0000, 7213.20.0000, 7213.91.2000, 7213.91.9000, 7213.99.1000, 7213.99.2000 and 7213.99.9000.
The anti-dumping duties on imports of SWR from Chinese Taipei, the People’s Republic of China, the Republic of Indonesia and the Republic of Korea are as follows:
Chinese Taipei:
China Steel Corporation (CSC) 10.98%
Feng Hsin Iron and Steel Co., Ltd. 9.04%
Others 25.20%
The People’s Republic of China:
Jiangsu Shagang International Trade Co,. Ltd. Nil
Jiangsu Yonggang Group Co,. Ltd. Nil

The Government proposed the investigation be terminated without any anti-dumping duties being imposed with regard to imports of SWR from Turkey due to the dumping margin, being below two per cent
The Royal Malaysian Customs will enforce the collection of the anti-dumping duties and this measure will be effective for five years from 20th of February 2013.
