PUBLIC CONSULTATION ON PROPOSED REVIEW OF 
THE INDUSTRIAL CO-ORDINATION ACT (ICA), 1975
[ACT 156]

The Ministry of International Trade and Industry (MITI) is currently in the process of reviewing Malaysia's Industrial Co-ordination Act (ICA), 1975.

Objective of ICA
To maintain an orderly development and growth in the manufacturing sector.

Coverage
The Act requires manufacturing companies with shareholders' funds of RM2.5 million and above or engaging 75 or more full-time paid employees to apply forManufacturing Licence (ML), for approval.

Acquiring ML
Applications for ML are submitted to the Malaysian Investment Development Authority (MIDA), an agency under MITI in charge of the promotion and co-ordination of industrial development in Malaysia.

Objective of the review
The ICA 1975 has been highlighted by the industry as one of the regulations that needs to be reviewed. It is therefore essential that Malaysia examines the relevance of the ICA in the current business environment.

MITI would like to invite members of the public to provide feedback and suggestions on the proposal to review ICA 1975. This phase of the consultation process will run from 23 July to 05 August 2014. Where relevant, the findings of the preliminary review will be used to revise and fine-tune the final ICA.
