SECOND ROUND OF ONLINE PUBLIC CONSULTATION 
ON THE REVIEW OF THE 
INDUSTRIAL CO-ORDINATION ACT (ICA), 1975
[Act 156]

The Ministry of International Trade and Industry (MITI) is currently in the process of reviewing Malaysia's Industrial Co-ordination Act (ICA), 1975.

MITI would like to thank everyone for their support for the first phase of the public consultation which concluded on 5 August 2014.

Objective of the Review

The ICA 1975 has been highlighted by industry as one of the regulations that needs to be reviewed, in line with current business environment.

The proposed amendments will include:

		To expand the scope of manufacturing license (ML) to include selected services sub-sectors under the purview of MIDA;
		Penalty amount and fine rate will be revised after benchmarking with other regulatory bodies;
		ML to be issued on a "One Company One Licence" basis;
		Manufacturers to make application for products not specified in a licence or manufacturing activity in new location.  An annexure to the licence will be issued upon approval of the application;
		Strengthen the provision on enforcement; and
		Replace the role of Industrial Advisory Council (IAC) with other existing platforms.

This second phase of the consultation process will run from 22 December 2014 to 5 January 2015. Where relevant, the feedback and comments will be used to revise and fine-tune the final ICA.
