Investment Policy and Trade Facilitation Division

 

Objective

Formulate and draft investment and industrial policies that are effective and conducive in promoting the development of manufacturing and manufacturing-related services sector that are sustainable, balanced and competitive.

Functions

  • Formulate, evaluate and review policies, strategies and programmes that can create conducive environment for development of investment;
  • Formulating and implementing policies, strategies and guidelines related to investment and industrial development;
  • Coordinate and monitor implementation of policies and actions related to investment and industrial development;
  • Coordinate and monitor implementation of policies and actions related to investment and industrial development;
  • Encouraging bilateral and multilateral cooperation at national, regional and international level
  • Identifying and implementing efforts to facilitate trade to improve competitiveness and reduce cost of doing business.

Sectoral Policy Division

 

Functions

  • To formulate/review policies and strategies for development of sectors, namely:
    • Electric and electronics
    • Machinery and equipment
    • Transport and equipment
    • Textiles and apparel, medical devices and emerging industries
    • Agro-based and food processing
    • Iron and steel
    • Wood and rubber products
    • Chemical and petroleum products
  • To monitor the implementation of policies and strategies for sectoral development in line with RMK-10,
  • To undertake industry consultation on issues related to sectoral policy;
  • To compile information on performance of the manufacturing industry;
  • To identify and promote new sectors and areas of growth; and
  • To evaluate the effects of multilateral, regional and bilateral arrangements, including new regulations of trading partners on industry.

Trade and Industry Support Division

 

Functions

  • To coordinate and administer the issuance of Preferential Certificates of Origin (COs) of goods under:
    • Generalised System of Preferences (GSP)
    • Common Effective Preferential Tariff (CEPT)
    • ASEAN-China Free Trade Agreement (ACFTA)
    • Malaysia-Japan Economic Partnership Agreement (MJEPA)
    • Malaysia-Pakistan Free Trade Agreement (MPFTA)
    • ASEAN-Korea Free Trade Agreement (AKFTA)
  • To process, verify and approve the application of cost analysis in compliance with the Rules of Origin;
  • To coordinate verification and investigation of fraudulence and falsification of COs;
  • To update the databases and statistics on the issuance of COs;
  • To monitor the issuance of the Preferential COs by MITI regional offices and Non-preferential COs by chambers of commerce or business associations;
  • To manage, organise and act as a secretariat to the MITI Annual Dialogue, the Industry Excellence Award (AKI) and the Joint Industrial Coordination Committee Meeting (JBI).
  • To ensure efficient and effective implementation of import and export control system for all goods in order to smoothen business, trade and investment activities in Malaysia;
  • To implement trade and industry development policies;
  • To administer and process import and export license applications for goods classified under Customs Prohibition of Import/Export Order 2008, Customs Act 1967;
  • Secretariat to the Cabinet Committee on National Automotive Policy; and
  • Secretariat to the Import and Export Licence Administration Committee (JKAP).

Entrepreneurship Development Division

 

Background

Entrepreneurial Development Division (BPU), MITI was established in May 2009 following the dismantling of Ministry of Entrepreneur and Co-operative Development (MeCD).

Objektif BPU

  • Menjadi peneraju pembangunan keusahawanan di kalangan rakyat Malaysia, khususnya Bumiputera.
  • Menyediakan persekitaran yang kondusif bagi menggalakkan pembangunan usahawan yang berkualiti, berdaya maju, berdaya tahan dan berdaya saing dalam sektor pembuatan dan perkhidmatan di peringkat domestik dan antarabangsa.

Functions

  • To plan and formulate policies for Bumiputera entrepreneurial development programme;
  • To create quality Bumiputera entrepreneurs who are able to compete at both domestic and international levels;
  • To increase Bumiputera equity ownership in capital market through the distribution of Special Bumiputera Shares Allocation;
  • To coordinate and monitor both the policies and implementation of Bumiputera entrepreneurial development programmes in MITI and agencies; and
  • To develop database on Bumiputera entrepreneurs
