The primary instrument for ensuring transparency in the multilateral trading system is through the filing of notifications made by each member and reviewed by the relevant bodies of the WTO. A transparency obligation requiring member governments to report trade measures to the relevant WTO body if the measures might have an effect on other members. Notification requirement under WTO agreements may varies from one another.
