Functions

1. To coordinate and administer the issuance of  Preferential Certificates of Origin for goods under Free Trade Agreement (FTA) schemes as follows:
   Generalised System of Preferences (GSP);

   • ASEAN Trade In Goods Agreement (ATIGA);

   • ASEAN-China Free Trade Agreement (ACFTA);

   • Malaysia-Japan Economic Partnership Agreement (MJEPA);

   • Malaysia-Pakistan Closer Economic Partnership Agreement (MPCEPA);

   • ASEAN-Korea Free Trade Agreement (AKFTA);

   • ASEAN-Japan Comprehensive Economic Partnership (AJCEP);

   • ASEAN-India Free Trade Agreement (AIFTA);

   • ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA);

   • Malaysia-New Zealand Free Trade Agreement (MNZFTA);

   • Malaysia-India Comprehensive Economic Cooperation Agreement (MICECA);

   • Malaysia-Chile Free Trade Agreement (MCFTA); and

   • Malaysia-Australia Free Trade Agreement (MAFTA).

2. To process, review and approve applications for system registration, Cost Analysis and Preferential  Certificates of Origin based on Rules of Origin of each ratified Free Trade Agreement (FTA) signed;

3. To conduct investigation on request of verification from importing country;

4. To supervise ASEAN Self Certification Pilot Project under ATIGA scheme;

5. To monitor the implementation of ePCO online under ASEAN Single Window;

6. To monitor the issuance of ePCO by MITI regional offices and the issuance of non PCO by Business Chambers and Associations;

7. To issue KP Certificate for export of rough diamond under Kimberley Process Certification Scheme (KPCS);

8. To educate public on Rules of Origin and application procedures for Certificates of Origin (COO);

9. To regulate the issuance of licenses for import and export under the Customs Act 1967 (Custom Prohibition of Import / Export 1998);

10. To provide input on the review of industrial development policies and guidelines for import and export license approval;

11. Act as Secretariat of Mesyuarat Jawatankuasa Khas Mentadbir Lesen Import dan Eksport (JKAP);

12. Act as Secretariat of Mesyuarat Jawatankuasa Bersama MITI-Persatuan  Pengimport dan Peniaga Kenderaan Melayu Malaysia (PEKEMA);

13. To supervise the implementation of e-Permit system under the National Single Window together with Information Management Division and DagangNet in order to implement paperless import and export licenses; and

Trade and Industry Support Division comprises of two sections:-

• Trade and Industry Cooperation Section (SKPI); and

• Import and Export Control Section.
