• The Kimberley Process (KP) unites administrations, civil societies, and industry in reducing the flow of conflict diamonds – ‘rough diamonds used to finance wars against governments’ – around the world.

• Malaysia has joined Kimberley Process Certification Scheme (KPCS) as a participant since 14 October 2013. KPCS consists of 54 participants representing 81 countries, with the European Union and its Member States counting as a single participant.

• In Malaysia, the Issuing Authority for KP Certificates is the Ministry of International Trade & Industry who is responsible for issuance of KP Certificate which could determine origin for export activity of rough diamonds, while the Royal Malaysian Customs Department (RMCD) acts as the Receiving Authority.

• Product with HS Code 7102.10, 7102.21 and 7102.31 (diamonds that are unworked or simply sawn, cleaved or bruted) falls under this scheme needs to be accompanied with KP Certificate for export and import into Malaysia.
