The ASEAN Agreement on Movement of Natural Persons (Mode4) has been concluded at the 70th CCS Meeting which was held from 4-7 July 2012.  The Agreement was signed on 19 November 2012 during the 21st ASEAN Summit in Phnom Penh, Cambodia.

The scope of this Agreement applies to business visitors, intra-corporate transferees (ICT), contractual service suppliers (CSS).

The objectives of this Agreement are to:

  1. Provide rights and obligations in relation to the MNP as set out in ASEAN Framework Agreement on Services (AFAS) and protects the sovereignty of each AMS.
  2. The MNP covers 3 categories: Business Visitors, Intra-Corporate Transferees and Contractual Service Suppliers.
  3. Establish streamlined and transparent procedures for immigration applications.

 

The ASEAN MNP Agreement will enable Malaysia’s companies to mobilize their professional and specialist to other ASEAN Member States with greater ease. The MNP offers Malaysian job opportunities in other ASEAN Member States and also source professionals and skilled workers from the region to meet with our skilled manpower requirements.
