ASEAN Economic Cooperation Division

 

Functions

 

MITI Headquarters

  • Present Malaysia's stance on the development of ASEAN Economic Cooperation (AEC) 2015- Free Flow of Goods, Services, Investment and other economic elements related to AEC.
  • Coordinate and present Malaysia's stance in the FTA negotiations with dialogue partners, e.g. China, Japan, Korea, India, Australia and New Zealand (CER), United States of America and European Union.
  • Coordinate and deliver Malaysia's stance on the scope of cooperation with dialogue partners and Malaysia's participation for ASEAN Economic Ministers Meeting, ASEAN-Japan, ASEAN+3 (China, Japan, Korea), ASEAN-CER, ASEAN-USA and ASEAN-Canada.
  • Coordinate Malaysia's participation in AFTA Council Meetings and the ASEAN Economic Ministers Meeting, ASEAN Senior Economic Official Meetings and ASEAN's Coordinating Committee for CEPT/ AFTA.
  • Coordinate Malaysia and other ASEAN Countries commitments in the implementation of negotiations for services sectors/sub-sectors under the ASEAN Framework Agreement on Services (AFAS).
  • Provide input and rectify ASEAN's development in the areas of agriculture, transportation, investment, e-ASEAN, health, telecommunication, tourism, energy, finance, information technology, standards, customs and intellectual property.

  • Be responsible for and represent MITI in policy related matters pertaining to trade and economic relations with the host country.

Asia Pacific Economic Cooperation Division

 

Functions

 

The Asia Pacific Economic Cooperation Division of MITI is the national coordinator for APEC activities in Malaysia and is responsible for:

  • Promoting Malaysia's positions and interests on economic, trade, investment and related issues and capacity building activities in the Asia Pacific Economic Cooperation (APEC) forum. 
  • Coordinating with relevant agencies on Malaysia 's participation and positions in various APEC activities.
  • Provide secretariat support for Malaysia 's participation at the annual SOM, Ministerial and Leaders' Meetings.

Economic and Trade Relations Division

 

Functions

 

  • Formulate bilateral trade policies and export strategies to enhance Malaysia 's exports.
  • Formulate and implement appropriate measures to secure the most advantageous terms for the access of Malaysian products into overseas markets.
  • Negotiate and implement Bilateral Trade Agreements.
  • Coordinate Bilateral Joint Trade Committee meetings and follow-up action on decisions made.
  • Coordinate the activities of MITI overseas offices.
  • Coordinate trade and investment missions overseas.
  • Coordinate visits of official delegation from overseas.
  • Monitor trade complaints.
  • Evaluate and report on bilateral trade performance and market access issues.
  • Coordinate and monitor Memorandum of Understanding and Agreements signed by Malaysian parties and respective overseas partners.

 

MITI Overseas Offices

  • Monitor developments in regional economic groupings on issues having implications on Malaysia and formulate appropriate responses.
  • Identify issues and priorities for Malaysia in regional economic activities, especially in the areas of trade, investment and industry.
  • Develop and pursue strategies to ensure Malaysia 's effective participation in negotiations and work programmes of regional economic groupings.

Multilateral Trade Policy and Negotiations Division

 

Functions

 

  • To formulate polices and strategies to advance Malaysia's trade and economic interests.
  • To monitor and analyse developments in the multilateral trading system.
  • To coordinate and articulate Malaysia's positions on issues in the World Trade Organisation (WTO) and United Nations Conference on Trade and Development (UNCTAD).
  • To represent Malaysia in the WTO negotiations and other related meetings.
  • To monitor and implement Malaysia's commitments and obligations under the WTO.
  • To legislate, implement and enforce policies on trade remedies in order to enhance stability and promote growth of the domestic industry.
  • To protect the domestic industry from injury caused by dumping and subsidies through the use of anti-dumping and countervailing actions in accordance with related WTO Agreements an Countervailing and Anti-Dumping Duties Act 1003 and Countervailing and Anti-Dumping Duties Regulations 1994.
  • To protect the domestic industry from injury caused by surge of imports through the use of safeguards action in line with WTO Agreement on Safeguard, Safeguards at 2006 and Safeguards Regulations 2007.
  • To advise and assist the domestic industry in preparing petitions for initiation of anti-dumping, countervailing and safeguard investigations.
  • To advise, assist and coordinate the defense of the domestic industry in anti-dumping, countervailing and safeguard investigations by other countries.

FTA Policy And Negotiations Coordination Division

 

Functions

 

  • To coordinate and formulate Malaysia's strategies and positions in ongoing FTA negotiations;
  • To prepare studies, proposals and recommendations for Malaysia to undetake new FTA negotiations;
  • To coordinate preparation of Cabinet papers on matters relating to FTA;
  • To monitor compliance of FTA obligations by Malaysia and FTA partners;
  • To examine the impact of FTAs on Malaysia; and
  • To be MITI's resource or focal point for any questions, feedbacks as well as dissemination and updating of information pertaining to FTAs.

Services Sector Development Division

 

Functions

 

  • To formulate, implement and evaluate investment and export policies for the development and promotion of the services and logistics sectors including:
- Logistics services
- Manufacturing-related services
- Professional and business-related services
- Multimedia and communications services
- Construction/environment/distributive trade services
- Utilities/health/education and tourism services
    • To plan, execute and monitor programs that enhance capacity of the services and logistics sector towards global integration and competitiveness as well as export readiness.
    • To coordinate, implement and facilitate the Third Industrial Master Plan (IMP3) programs and activities in the services sector through participation in:
    - Malaysian Services Development Council (MSDC)
    - Malaysian Logistics Council (MLC)
    - Task Force on Branding
      • Be responsible for the implementation of the objectives of the Third Industrial Master Plan (IMP3) in the services and logistics sectors.
      • To be the Secretariat to the Malaysian National Shippers' Council and provide full support to Malaysian membership in the ASEAN Shippers Council.
      • To provide input for the services negotiations that relate to the services sector.
      • To analyze economic export and investment activities performances of the services sector.
      • To acquire data and information for drafting policy direction on the export and investment in services and logistics.
      • To produce policy reports on issues that relate to the services sector from time to time.
      • To identify new areas under the services sector that can be explored and developed.
      • To analyze work flow of relevant activities and provide reports and suggestions for follow up purposes to develop the services sector.
      • To liaise with other relevant ministries and agencies involved in services development.
      • To be involved and to provide feedback to the services sector of development in international forum, including involvement in bilateral, multilateral, APEC, ASEAN, AFTA and others.
      • To monitor the developments in the Focus Groups established under the Malaysia Services Development Council and the Malaysia Logistic Council to implement the Third Industrial Master plan (IMP3).
