INVITATION TO STA 2010 CLIENT’S DAY AND STA 2010 CLINIC (NORTHERN REGION)
Dear Sir/ Madam,
We wish to refer to the above matter.
2. The Strategic Trade Secretariat (STS), Ministry of Investment, Trade and
Industry (MITI) is taking the initiative to provide greater exposure and address
operational issues related to STA permit applications. In this regard, STS will be
organising the STA 2010 Client’s Day and STA 2010 Clinic (Northern Region) as
follows:
3. The STA 2010 Client’s Day is an outreach session conducted by STS with
companies, which was previously implemented online. However, there have been
requests from companies for the outreach session regarding STA 2010 to be
conducted physically.
4. The STA 2010 Clinic is a one-on-one consultation session designed to assist
companies in resolving licensing issues under the STA. It aims to optimise permit
processing time and avoid unnecessary delays in approval or rejection due to differing
interpretations between companies and the authorities.
5. In this regard, STS MITI cordially invites your company to participate in the STA
2010 Client’s Day and STA 2010 Clinic. The programme is open
to registered STA companies within Northern Region area and participation is free
of charge (FOC). Non-registered company within the area is also welcome, if you
have interested to register as STA companies. Each company may participate in the
STA 2010 Client’s Day outreach session, which will cover an overview of the Strategic
Trade Act 2010 and related matters. While for STA 2010 Clinic, each company is
allocated 15 minutes only for their respective session. The allocated slot for
companies shall be assigned as per the Agenda attached on a first come, first served
basis.

(Tuesday) at 12:00 p.m. Each company may bring a maximum up to two (2)
representatives only during the session. Registration form shall be closed once
number of participant’s limit is reached. Due to the premise security requirements,
with much regret, walk-ins cannot be accommodated.

RESCISSION OF DIRECTIVE OF THE STRATEGIC TRADE CONTROLLER NO. 2/2025: DECLARATION OF UNLISTED ITEMS UNDER SECTION 12 OF THE STRATEGIC TRADE ACT 2010
The Strategic Trade Secretariat (STS), Ministry of Investment, Trade and Industry (MITI), announces that the Directive of the Strategic Trade Controller No. 2/2025 on the Declaration of Unlisted Items under Section 12 of the Strategic Trade Act 2010 [Act 708], issued on 12 August 2025, is rescinded effective 7 May 2026.
Accordingly, the controls previously imposed by this Directive on the export, transit and transhipment of nuclear- and/or missile-usable items (specifically Isocyanates and related production equipment) cease to have effect.

| NOTIFICATION ON DELIVERY VERIFICATION STATEMENT (DVS) (FORM 6) ONLINE SUBMISSION VIA DAGANGNET SYSTEM FOR ePERMIT STA |
PURPOSE
| This notification is to inform all permit holders of enhancement to the ePermit STA DagangNet (DNT) system. Effective immediately, the system now supports the online submission of the Delivery Verification Statement (DVS) (Form 6). |
BACKGROUND
| As stipulated under subregulations 10(7), 11(7), 12(7), and 13(4) of the Strategic Trade Regulations 2010 [P.U.(A) 482/2010], all approved STA permit applications must be accompanied by the submission of a Delivery Verification Statement (DVS or Form 6) to the relevant Authority. Previously, all the DVS were required to be submitted in soft copies via email of dvs.sts@miti.gov.my | |
| For single-use and special permits, the DVS must be submitted within two (2) months of the export date. For multiple-use and bulk permits, the DVS should be maintained by permit holder and submitted upon request by the relevant authority. | |
| 3. | It is the responsibility of all STA permit holders to ensure that relevant documents including DVS, are kept for a period of at least six (6) years from the end of the calendar year in which the export/ transit/ transhipment activities are carried out. |
| 4. | Pursuant to subsection 40(2)(c) of STA 2010, a person who fails or refuses to produce any document as may be required by an authorized officer, commits an offence and shall, on conviction, be punished with a fine not exceeding one million ringgit or with imprisonment for a term not exceeding two years or with both, and in the case of a body corporate, be punished with a fine not exceeding two million ringgit. |
IMPORTANT UPDATES
| As part of the Ministry of Investment, Trade and Industry (MITI) initiative to enhance service delivery and streamline trade processes, the system has been upgraded to allow ePermit STA holders to submit the DVS (Form 6) online. | |
| 6. | For any STA permits approved from 1 January 2026 onwards, DVS (Form 6) submissions must be done exclusively through the ePermit STA system. |
| 7. | Failure to complete and return the DVS (Form 6) with required verification may subject to suspension or revocation of permit under the STA 2010. |
EFFECTIVE DATE
| This notification takes effect immediately. |

DIRECTIVE OF THE STRATEGIC TRADE CONTROLLER NO. 1/2025
DECLARATION OF UNLISTED ITEMS UNDER SECTION 12 OF THE STRATEGIC TRADE ACT (STA) 2010
Pursuant to the issuance of the Directive of the Strategic Trade Controller No. 1/2025 on the Declaration of Unlisted Items under Section 12 of the Strategic Trade Act 2010 [Act 708] dated 14 July 2025, the Strategic Trade Secretariat (STS) is pleased to issue the REVISED Directive which takes effect immediately.
We would like to inform that effective 3 December 2025, companies with the Internal Compliance Program (ICP) status may apply for multiple and bulk permits.

DECLARATION OF UNLISTED ITEMS UNDER SECTION 12 OF THE STRATEGIC TRADE ACT 2010
The Strategic Trade Secretariat (STS), Ministry of Investment, Trade and Industry (MITI), is pleased to announce the issuance of the Directive of the Strategic Trade Controller No. 2/2025 on the Declaration of Unlisted Items under Section 12 of the Strategic Trade Act 2010 [Act 708] effective immediately.
This Directive imposes export, transit and transhipment controls on nuclear- and/or missile-usable items as stated on Schedule of the Directive, which may be used in connection with restricted activities as defined under STA 2010.

We wish to inform that the Strategic Trade (Strategic Items) List 2025 (Strategic Items List 2025 – SIL 2025) will come into effect on Monday, 2 June 2025.
In accordance with this update, you are required to review the revised list and determine whether or not your products including technology are controlled under the Strategic Trade Act 2010. If your products fall under the revised category codes of SIL 2025, you are required to resubmit pre-registration applications starting 19 May 2025. Applicants are advised to plan permit applications accordingly, by ensuring the product pre-registration applications is completed prior to the enforcement date on 2 June 2025.

NOTIFICATION FOR INTERNAL COMPLIANCE PROGRAMME (ICP) STATUS AND PERMIT EXEMPTION ONLINE APPLICATION
PURPOSE
1. This is to notify the requirement for the application for Internal Compliance Programme (ICP) status and Permit Exemption (PE) to be undertaken via online through the new modules in the ePermit STA’s DagangNet (DNT) system.
BACKGROUND
2. ICP is a set of internal procedures implemented within the company that ensures transactions satisfy the requirements under STA 2010. It is a prerequisite for companies that wish to avail themselves of bulk and multiple-use permits under STA 2010.
3. For PE application, Regulation 22 of the Strategic Trade Regulations 2010 (STR 2010) provides an exemption of STA permit to:
(i) any act authorised by or carried out on for or on behalf of the Government of Malaysia;
(ii) acts carried out by a military, naval or air force of a foreign government (not being a visiting force) in the course of duty; and
(iii) the export, transhipment or bringing in transit of strategic items by or on behalf of a visiting force in the course of duty.
4. Previously, applications for ICP status and PE need to be submitted manually with hard copies of related documents.
REQUIREMENTS
5. Applicants or companies which are not yet registered with DNEX System may do so through URL: https://registration.dagangnet.com.my/#/ prior to the applications of ICP Status and PE.
6. Companies with approved ICP status must fill in the application for ”ICP Registered Offline” category under the ICP Module within the 30-day grace period until 5 June 2025. After this date, companies that still have not done so, will not be able to proceed with the multiple and bulk permit applications.
7. Government agencies and entities that are eligible for PE under Regulation 22 of STR 2010 will be given a 3-month grace period until 5 August 2025 for manual submission, with the conditions that the required registration with DNEX system is to be conducted simultaneously. Applications for PE are to be submitted and processed via online platform starting 6 August 2025.

Directive of the Strategic Trade Controller under Section 12(1) of Strategic Trade Act 2010
Strategic Trade Secretariat (STS) is pleased to notify on the directive of the Strategic Trade Controller on ball bearings in accordance to Section 12(1) of Strategic Trade Act 2010 (STA 2010) which takes effect immediately.
Pursuant to section 12(1) of STA 2010, any person who intends to export, tranship or bring in transit any ball bearings with HS codes 848210, 848220, 848230, and 848250 shall notify the relevant Authority at least 30 days in advance, if:
-
he knows that such ball bearings are intended to be used, wholly or in part, for or in connection with a restricted activity; or
-
he has reasonable grounds to suspect that such ball bearings are intended or likely to be used, wholly or in part, for or in connection with a restricted activity.

Announcement: Appointment of New Strategic Trade Controller effective 29 July 2024
Strategic Trade Secretariat (STS) is pleased to announce the appointment of Ms. Vimala Murugan as the new Strategic Trade Controller (STC) effective 29 July 2024. With her vast experience in shaping the international trade and industrial policy development of the Ministry, we believe that she will continue to provide her valuable insight and significant impact towards the implementation of the Strategic Trade Act 2010.
STS would also like to express our deepest appreciation to the previous STC, Mr. Syed Mohd Faizal Syed Mohd Dardin, for his outstanding contributions while assuming the post. Mr. Syed Mohd Faizal is now heading MITI Washington DC Office as Minister Counsellor (Economics) effective 28 July 2024.
We wish them both all the best in their new roles.
