Ready to Attract Oil and Gas Players
KUALA LUMPUR, Feb 23 (Bernama) — Dato’ Sri Mustapa Mohamed, Minister of International Trade and Industry today announced that Tok Bali Supply Base Sdn Bhd (TBSB) has obtained the following approvals for its operations:
a. Ministry of Finance approval for its establishment of the Supply Base in Tok Bali, on 7th January 2015.
b. Supply Base & Bonded Warehouse License approval under Section 65 & 65A dated 12th January 2015 from Royal Customs Department.
c. ISPS certificate from Marine Department Malaysia for the period of 5 years starting from 15th January 2015 to 14th January 2020 for bulk carrier and oil tanker facilities.
d. Supply Base License for leasing and rental activities from PETRONAS dated 21st January 2015.
With these approvals, TBSB is now in a position to move on and attract relevant oil & gas industry players to locate their operations in Tok Bali. Recently, TBSB signed a sub-lease and throughput agreement with Astral Far East Sdn. Bhd., a subsidiary of Ahmad Zaki Resources Berhad (AZRB). AZRB has more than 20 years of experience in bunkering operations.
According to Dato’ Sri Mustapa, MIDA established a task force to facilitate and monitor the development of Tok Bali Supply Base in early December last year. The Task Force worked with PETRONAS and other related agencies to assist the company in getting the necessary approvals.
MIDA has been promoting Tok Bali Port locally and internationally. This includes the organization of several briefing sessions between TBSB and potential investors, the latest being in January this year, which was attended by 200 participants from 88 oil and gas companies.
The Tok Bali Supply Base will provide a One-Stop Centre for Production Sharing Contracts (PSCs) and services companies in the Joint Development Area and North Malay Basin. By providing essential services and space, we hope that this Supply Base will be able to attract the support companies necessary to create the ecosystem required by the offshore oil and gas companies operating in the area.
The Tok Bali Port will be further upgraded. This is necessary for attracting investors, both foreign and domestic. “MITI/MIDA will continue to work closely with the relevant government agencies, particularly, the Kelantan State Government to ensure the growth of the Tok Bali Port,” Minister Mustapa added.
The first phase of the Tok Bali Supply Base project has been completed with an all-weather jetty/quay/wharf covering a length of 500m and 7m draft. This facility can provide adequate berthing space for 5 supply boats. It allows for 24hrs operations, material handling equipment, transport vehicles, warehouse space, open yard, office space, infrastructure facilities and storage facilities in a Customs bonded area.
